Department obtains Court Order against the Southern Cherokee Nation and the Red Fire People Central Bank and Depository Trust, International Treaty Bank, Alfa International Bank, Walter Charlie Pressley a/k/a Chief Usti, and John A. Henderson

Atlanta, Georgia – On October 16, 2018, the Superior Court of Banks County, Georgia, entered an Order Granting Motion for Default Judgment against the following:

  • Southern Cherokee Nation and the Red Fire People Central Bank and Trust a/k/a Institution for the Works of Ancient Axe of Authority (“SCNRFP Central Bank”)
  • International Treaty Bank
  • Alfa International Bank
  • Walter Charlie Pressley a/k/a Chief Gees-Due OO-Neh-Gah Usti
  • John A. Henderson

In 2017, the Department issued Orders to Cease and Desist against the above entities and individuals for unauthorized banking activities and the unapproved use of the words “bank” and/or “trust.”  It is unlawful to conduct and/or be affiliated with a banking business in Georgia without a bank charter.  It is also unlawful to use the words “bank” and/or “trust” in any entity’s name without the permission of the Department.  The Department has no record of the SCNRFP Central Bank, International Treaty Bank, or Alfa International Bank and has not approved them, Mr. Pressley, or Mr. Henderson, to organize a bank and/or conduct a banking business in or from Georgia.  Furthermore, the Department has not granted the above entities permission to use “bank” or “trust” in their names.

The Department subsequently learned that SCNRFP Central Bank, International Treaty Bank, Alfa International Bank, Mr. Pressley, and Mr. Henderson, violated the Orders to Cease and Desist by continuing to engage in unauthorized banking activities and unapproved use of the words “bank” and/or “trust.”

The Banks County Superior Court found that SCNRFP Central Bank, International Treaty Bank, Alfa International Bank Mr. Pressley, and Mr. Henderson, had violated the Orders to Cease and Desist, ordered them to comply, and permanently enjoined them from the use of banking nomenclature and providing financial products or services from within the State of Georgia without the written authorization of the Department.
